INDIGENOUS INFRASTRUCTURE INVESTMENT TRUST (3IT)

• Proposal to develop a financial framework for financing infrastructure impacting indigenous communities that enables economic participation of indigenous communities by issuing to them units in the 3IT trust at no charge; the 3IT trust will be qualified as a tax exempt aboriginal settlement trust.
• Seeks to attract a blend of participatory investment from specialized global sources of capital and institutional debt financing through bonds secured by the trust's assets and earnings and guaranteed by Canada Infrastructure Bank.
• The 3IT objectives are to accelerate project approval, attract new sources of capital, consolidate participants, and improve linkages among financial agencies.

• Proposition pour développer un cadre financier afin de financer des infrastructures touchant les communautés autochtones et permettant la participation économique de ces communautés autochtones en émettant pour elles gratuitement des unités dans la fiducie 3IT ; la fiducie 3IT sera qualifiée de fiducie de règlement autochtone exonérée d’impôts.
• Chercher à attirer un mélange d’investissements participatifs de la part de sources mondiales spécialisées de capital et de financement de la dette institutionnelle via des obligations sécurisées par les actifs et les gains de la fiducie et garanties par la Banque de l’infrastructure du Canada.
• Les objectifs de 3IT sont d’accélérer l’approbation des projets, attirer de nouvelles sources de capital, consolider les participants et améliorer les liens entre les agences financières.
